The Covenant of Mayors is the main European movement involving local and regional authorities who voluntarily engage in increasing energy efficiency and use of renewable energy sources on their territories. Through their commitment, the Signatories aim to meet and exceed the European Union's objective of reducing CO² by 20% till 2020.

The adhesion to this project was a step that the Municipality of Águeda gave with a view to promoting the sustainable development of its territory.
